Tags help you categorize the content of a List.

They are entered on list creation:

To enter a tag, just start typing it in the tags field, if it is the first one, the system will give you the root tags to auto-complete.   Root tags help define the main content type of your list and it is recommended that you enter at least one of them.  You can select a tag in the auto-complete list or type your own tag and then press either comma or ENTER key.  You can use as many tags as you want.

When possible, you should use the suggested tags, but custom tags are also allowed. Custom tags will display dimmer than system-provided ones.

When a user downloads one of your lists, they will be able to see the tags in their Received tab of the Lists sidebar.   They will also appear in the Multi-list window and the Index window, where they can be used to filter the lists.
